【摘要】:ThispracticeaddressescoalmininggeospatialboundarydatarelativetotheSMCRAand30CFRPart700etseq.ThispracticeissignificanttothecoalminingcommunitybecauseitprovidesuniformityofgeospatialdatapertainingtosurfacecoalminingboundariesthroughouttheUnitedStates.ThesurfacecoalminingboundaryisthefirstofthecoalmininggeospatialdatastandardstobedevelopedforusebyaRA.Withinitsareaofexclusivejurisdiction,eachRAistheauthoritativedatasource(ADS)forcoalminingspatialdatathatitcreatesandusestoimplementSMCRA.Thesestandardswillhelpensureuniformityofcoalmininggeospatialdatausedininternalbusinesspractices,exchangedamongbusinesspartnerswithinthecoalminingcommunity,andcontributedbyeachADSinfutureeffortstocreatenationaldatasetsdescribingsurfacecoalminingintheUnitedStates.Note18212;Currently,notallRAshaveestablisheddatasetsforcoalmininggeospatialdata.OfthoseRAsthathavecoalmininggeospatialdatasets,eachorganizestheirdatainadifferentmethod,usingtheirowncoordinatesystem,andtheirownnamingconventionsandterminology.Byestablishingnationaldatastandards,RAswillhaveuniformguidanceforthecreationandmanagementofcoalmininggeospatialdata.Ineffect,thispracticecreatesaneasierandmoreefficientwaytoutilizeandsharesurfacecoalminingboundarygeospatialdataamongaffectedparties.SurfacecoalmininggeospatialdatashallbeobtainedfromStateandFederalregulatoryauthoritiesforSCMO.Thecoalminingcommunityencompassesallentitiesdirectlyandindirectlyaffectedbycoalminingactivities,includingindustry,environmentalgroups,thegeneralpublic,andthegovernmentatalllevelswithintheUnitedStates.UseofthisstandardwillhelpcreateconsistentmapsandincreaseunderstandingofSCMOsitesthroughouttheUnitedStates.Thisstandardpromotesthecreationofwellorganizedandeasilyaccessiblesurfacecoalminingdata,anditwillfacilitatebettercommunicationbetweenstateandfederaloffices,thepublic,industryandenvironmentalgroups.Inadditiontodefiningapermitboundary,useofthisstandardovertimewillallowidentificationofchangesintheboundaryastheminedareachanges.Amongafewcoal-producingstates,someattributesofthesurfacecoalminingboundarieswillnothavevalues.Anationaldatasetofsurfacecoalminingboundarieswillappeartobeincompleteforcertainstates.Insomesituations,surfacecoalmininggeospatialdatamaynothavebeencollectedforthosestates.Inothers,itisnotapplicable.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhasbeenadoptedfromtheFGDCSpatialDataTransferStandard(ANSIINCITS320-1998(R2003))andtheFGDCFrameworkDataContentStandard(FGDCProject1574-D)InformationTechnologyGeographicInformationFrameworkDataContentStandard,Part5:GovernmentalUnitandOtherGeographicAreaBoundaries.Althoughthisstandardiswrittenspecificallyforthesurfacecoalminingindustry,itsgeneralpurposeandcontentareapplicabletoothersurfaceminingoperations.1.1Thispracticecoverstheminimumelementsfortheaccuratelocationanddescriptionofdatafordefiningasurfacecoalminingpermitboundary.1.1.1ThispracticeaddressescoalmininggeospatialboundarydatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstateorfederal,orboth,coalminingregulatoryauthority(RA)authorizedunderSMCR......
